^Typically yes, because they have to license the rights for their catalogs and many of the rights-holders insist on region-locking to be able to sell separate rights for different regions.

I saw this announcement the other day and it got me thinking... I bet that just about every non-Universal Dracula has been released on blu-ray by now. All we need now is Billy the Kid vs Dracula and Dracula's Dog.

If anyone gets around to releasing the Count Yorga films on BD; the HD transfers look very similar to these films.

I look forward to watching this Blacula release.
