Default "PayPal" Reloadable Prepaid MasterCard problem (PLEASE HELP)

Okay, I am FREAKING OUT right now. Told my brother to get me a Paypal My Cash Card.. instead he gets me a "Paypal Reloadable Prepaid MasterCard".. I know how terrible these things can be.

They are run by companies NOT related to the one on the package. So they want your social security number, etc. I will NOT give that info to some random prepaid card company I know nothing about. Years ago a family member bought me a GreenDot card with $20 on it and I couldn't use it because they wanted personal info (for $20? yeah right!!!) and a simple Google search prove to me how shitty the cards are.

Here is the link to the "Paypal" reloadable card:
https://www.paypal-prepaid.com/

I'm also guessing I can't take this back to the store unopened? It CLEARLY says "this is not a gift card" on it so idk why my brother got it.

I found these links complaining about the card:
http://www.ripoffreport.com/r/Paypal...y-Ohio-1132898
https://www.paypal-community.com/t5/...rd/td-p/624697

and probably a lot more though google search.

so am I completely effed here? Also there's apparently a $4.95 monthly fee which they immediately take out when you activate it (IF you can activate it, reading the second link scared the shit out of me with all the problems. Apparently you have to jump through hoops and they have the nerve to ask for photocopies of your birth certificate just to active it!!!!) Like isn't that some sort of scam? I don't get why stores are allowed to sell these things.

So is it just better to not activate the card at all and lose out on $30? Please help.

That's strange. I'd try entering fake information then using the card quickly and throwing it out. If not, just get rid of it, haha.

That's the thing, you can't simply activate it and start using. You need "proof". According to all the complaints, when they bought the card they entered their info and it wouldn't accept it so they had to jump through hoops just to get a "real" card sent to them. Those stupid enough to do that of course. Also, if you do provide them with all that personal info and somehow get it activated, the only way to cancel it and stop the $4.95 monthly fee is to call them and "verify" yourself

Here's a recent comment about the card I found on a youtube video

The fine print ...

Quote:
USA PATRIOT Act — IMPORTANT INFORMATION ABOUT PROCEDURES FOR OPENING A NEW CARD ACCOUNT: To help the government fight the funding of terrorism and money laundering activities, federal law requires all financial institutions to obtain, verify, and record information that identifies each person who opens a Card Account. What this means for you: When you open a Card Account, we will ask for your name, address, date of birth, and other information that will allow us to identify you. We may also ask to see a copy of your driver's license or other identifying documents.
Next time just have your brother, or whoever else, gift you funds through PayPal. Seems blike a much simpler option.

He doesn't have paypal. I do but I didn't "verify" my personal info so I only use it to receive/spend money online from the digital copies that I sell online. I wanted more because there was a blu-ray I wanted on ebay and the seller didn't accept Visa and you have to verify yourself with your SSN on paypal if you want to use your Visa to transfer funds and blah blah I will not enter all my personal info for a couple monthly internet purchases especially with the recent Ebay password hack that went on.

Someone here mentioned Paypal Cash Card which is like a gift card where you buy the amount and just scratch off the code and enter it to paypal and the funds are automatically processed no personal info required. I asked my brother to get me one of these cards since he was heading in the direction of the nearest Dollar store where the Paypal Cash Card website claims the dollar store sells them but my brother brought back this prepaid mastercard crap and said it was the "only one with a Paypal logo"

smh second time this has happened to me (first was the greendot card). Guess I learned my lesson about about letting others buy gift cards for me because they always choose the wrong one.

I could also try finding someone online who has had success in activating these cards and giving them my card info and asking them to send me the funds (with a few bucks they can keep for themselves) and cancel it right away but yeah right where am I going to find that?

I bought the card and didn't to do that when I first got it.
Then about 3 months after I had it and had the real one sent to me. They had to verify me and it was blocked till then. The main reason they do that is because terrorist use them to funnel money with them.
And yeah the fee does suck but it is a decent enough card to have. I've had mine for about a year.

Any kind of Bank card (prepaid, or otherwise)requires you to do that, its to ensure you are real person and its a federal law that they require you to.

the Prepaid Vanilla Visa gift cards never required you to do that. You just bought the card + the activation fee, scratched the code off and logged in with it on their website and registered your zip code that you'll use for your online purchases and that was it. You used it until it was $0.00 (if i had like 50 cents or some odd cent amount below a few bucks I would just use it to send myself an Amazon e-gift card because they allow it as long as it's 15 cents or more and then just throw away the card when it was right at $0.00)

I don't think you can even add money from a Paypal My Cash Card if your PayPal account isn't verified. It says on the back of those cards:
"Before moving funds, PayPal will require your name, address, SSN, and date of birth to confirm your identity."
