I believe most replicators have a minimum pressing of 1000. I think with pressing even less than what they do now, I'm not sure if it would lower their licensing fees all that much since they're dealing with larger studios who might not see the point, so they wouldn't only save in some production costs but the per unit cost would be much higher.

Honestly, if sales are down, I would blame increased competition. Kino has been knocking it out of the park lately when it comes to interesting title releases and they can be had for less than half the cost.
