24fps Content Sources

I appeal to the experts. I've been doing a lot of reading for a long time but never has any CE journalist answered the following questions adequately and thoroughly.

Will HD content providers (the movie studios and broadcast/cable/satellite networks) provide BluRay, HD-DVD, and ATSC programming containing true 24fps film content? Or do the tuners, set-top boxes, and disc players "create" a 24fps digital output bitstream "artificially", in which case, what is the point of having the HDTV monitor capable of displaying at 72Hz or 120Hz a tripled or quintupled 24fps bitstream? Is all content available today in actuality clocked at 30Hz or 60Hz "interlaced" or "progressive" frame scan rates (in which case, there is no reason to hold on a display purchase decision until HDTVs can accept a 24fps signal)?
