Why? They’re likely got people sat around doing nothing with little going on, and likely nothing on the horizon. It costs little to plan and likely save money in the long run, of the film disappoints, then the plans can be dropped with little repercussions. And if the film’s a success, they’re already prepared to move forward with it.
