Canada Blu-ray Re-releases

Hey, I was wondering. What makes a studio do another blu-ray master if their first Blu-ray release had shit Video and Audio. I have an example of The Fugitive. I heard the Original Release was Poor. So when I seen they re-released the film this time with a way better transfer and audio. so I bought that version of the Blu-ray. I just Ordered the Original Kickboxer with Jean-Claude Van Damme. We Have it on VHS it was a family Favourite. I seen that the movie was in its original aspect ratio so I Bought the Blu-ray.

I originally bought it for my sister and I kept asking if she watched it or not. wanting to make sure it was the proper region NTSC and Region A. I decided to buy myself a copy which was from a different seller. I found out that the Blu-ray was shipped on July 7th and then it was returned to sender so they gave me a re-fund. so I ordered it again. but I can't get over how bad the quality sounds. when I read the reviews on here.

What would need to Happen for this Film to get another blu-ray transfer that ends up getting 5/5 in both Video and Sound. Is it the constant bugging of the fans to the studio or is it the studio just doing this out of the goodness of their heart. I am leaning towards the first possibility.
