If correct that it is interlaced at the European TV speed then it may be that Universal decided to RB lock to discourage sales to the US as they didn't want complaints that people bought as region free but can't play 50i content. If you are region free then your player will almost certainly have been altered to play both 50i and 60i as well.
It seems the Japanese and Korean discs are 24p. May be because Japan is 50i for TV like Europe but I presume Korean follows the Americans at 60i so need a disc that works for both.

Mine finally arrived, and it is indeed 50i. My big concern when it comes to framerate is what happens to the pitch. I still remember getting the French
Phantom of the Paradise deluxe edition DVD back in the day and thinking that the songs didn't sound right. I knew that soundtrack like the back of my hand. I subsequently learned about PAL speedup, and it's been a major concern of mine since. So the first thing I did today was pull up a couple videos on YouTube with the original London soundtrack. I checked "Castle on a Cloud" and "I Dreamed a Dream," and both match up perfectly. So did they correct the pitch or was it just filmed in 50i? And if it was filmed in 50i and the Japanese and Korean releases are truly 24p, will the pitch be shifted down on those releases due to the slower framerate? I think that's something to consider for those seeking them out. If anyone gets one of them, I'd be curious to hear about it.
