If I disable Dolby Vision on my Panny 820, those shifts in brightness never occur. With Dolby Vision enabled on my old Philips 7502, I don't see them either. It's bizarre, and I haven't come across this on titles from any other label (nor have I spotted it on every Blue Underground release).
I don't have Vigilante myself yet to confirm if I'm seeing this here too.

It's not just restricted to Blue Underground releases. Other 4K releases out there share a similar problem with Dolby Vision and the Panasonic 820 (not heard near as many cases with the Oppo), like the Lionsgate release of
Ghost in the Shell.
