I'm not arguing against it because downloading means no mass producing of discs, cases etc. which seems a bit much just for added content. I'm sure they are only saying that its not possible due to people just buying the expansions to just install them and then returning them.

Because without a major install, you cannot play the full game with only the expansions, you need the actual main disc to play.
