Its definitely region locked, all of their releases are. Beyond that, it says right in the FAQ its region B.

Again, just because it says it's region B doesn't mean it's strictly such even on packaging. This will more than likely be encoded so it detects which region the disc is from and will show appropriate menus and titles before playing. Lots of companies have done this for shared Blu ray releases, this is being released the same across both regions with the exact same specs and bonus features. It'd be too expensive to make encoding specifically for each region with everything they have. If it's locked, I'd be surprised but I doubt it for this release.

Singles:
1: 1-5
2: 6-10
3: 11-14
4: 15-17
5: 18-20
6: 21-23 (OA+DC)
7: 24-26 (24: OA+DC)

Thinpak:
1: 1-5
2: 6-10
3: 11-15
4: 16-20
5: 21-26 (21-24: OA)
6: 21-24 (DC)

The Platinum thinpak reportedly has a higher bitrate despite one less disc and more episodes per disc, so there's that.

I asked GKIDS to cancel my preorder for the Ultimate Edition via their customer contact form, but then I changed my mind. I sent them another message asking them not to cancel it. That was yesterday. So far, they haven't responded to either email. My order is still in the system. They are probably slammed with emails at the moment, but I wish they would respond so I would know if my order is going to be cancelled or not.

I agree that despite legitimate importation concerns, companies should do away with region locking. It's especially stupid for video games.

Believe what you want, but don't come crying to us when its region B locked like all the other Anime Limited exclusives, even when they are the same as the US versions.

Hackable PlayStation 3 models can be made to be region free Blu-ray players. I just purchased a used PS3 for $75. I can confirm I was able to change the Blu-ray region to B after jail breaking it.
