I didn't do a direct comparison with the Blu Ray but last time I watched the Blu I remember being a bit underwhelmed and I really liked the PQ of this 4K. I think textural improvement was probably fairly minimal but the HDR really delivered bolder, deeper colours which gave the image a lot more life. Not a mind-blowing upgrade and not one that is likely to sell people on 4K but for those of us who have unfortunately developed an eye for the limitations of 1080p, this is a decent upgrade.

I recently pulled the 4K off my shelf to watch cause it's been a bit since the last time I watched it on 4K. I found it made the 4K tighter than the 1080p Version, textural gains are somewhat minimal with some things but clothing is pretty good. The HDR provided bolder colors and made the movie more natural looking. The 'Atmouse' track really suffers in the Dialogue Department because music, sound effects, etc. are louder than the friggin dialogue so you'd have to turn it up louder than what it should be, I've yet to listen to the DTS-HD Master Audio 5.1 ES Matrix which is provided on the 4K Disc as well which if I remember was in the end credits so it might be the theatrical mix? Aside from that it's a solid looking disc and I think is the best way to watch it

Discovered something interesting, the embedded AC3 core of the Atmos track on here is actually the original 5.1 mix (or at least, a new encode of the Blu-ray/DVD 5.1)! I can tell because of it being louder as well as having different effect panning and balancing from the Atmos. Effects that are present in the heights in the Atmos are NOTABLY louder in the Atmos than in the 5.1, with the 7.1 TrueHD core having different placement among all of the channels as a result. You can tell immediately with the big "whoosh" in the opening "Incredibles" logo because in the OG 5.1, it pans from the back left, but in the Atmos, it pans directly from the back in mono. I wonder if any other Disney/Pixar UHDs with Atmos are like this.
