Previous comments were saying this was an error on best buys part and it's actually a dvd releases. 2018 they had a listing for Hanna-Barbera collection in 4K so this is a common mistake. But, Bill Hunt:

sources are telling us that Warner and DC are going to be releasing the animated Harley Quinn: The Complete First Season on 4K Ultra HD as well on 9/13. Watch for that announcement soon.

He posted that after this listing was up so I'm not sure if that was his source, but hopefully it's real.
