Not even sure why a 1:66 version was created as it was never the intention of the director.
On paper maybe yes but not in motion. How you optimize that bitrate is most important, not just the number itself. I spot-checked both and they’re all but identical. FYI, the 1.33:1 version requires much less bandwidth due to the big black bars. It’s a fantastic edition and there’s nothing to worry about.
