Default Just Curious

Standard Definition in North America (NTSC) consists of 525 vertical lines of resolution (interlaced). DVD's contain 480 vertical lines of resolution (interlaced or progressive depending on your DVD player / TV). Doesn't that seem a little strange that DVD's actually have 45 less lines than regular cable TV? Am I not understanding this correctly?
