Well it's licensed TO them by Universal, who owns the copyright for Brazil in the States. Universal could license it to whoever they wanted, really, or put it out themselves.

That's why a lot of people thought the new Universal blu-ray would include the 142 minute cut, just like the old Universal DVD did (even though it was mis-labeled as the 132 minute theatrical cut).

Oh well, guess a lot of folks will holdout for the Criterion version now...
