He also used some footage from Pearl Harbour in the first Transformers.

In both films all the resused footage fits in and the vast majority of people if you asked them wouldn't know it was originally from a totally different film!

It's no big deal really.

He also reused footage from TF in ROTF and borrowed footage from Eagle Eye to use in ROTF.

If the footage is instantly recognizable it takes you out of the movie. But people need to recall that Michael Bay is known for keeping his movies in or under budget. Most folk are just now becoming aware of one of the tricks he uses to accomplish this.
