United 93 was so detailed that it went as far as to try to find out what clothes the passengers were wearing. I don't see how anyone can call it fiction (unless your one of those conspiracy wackjobs)

World Trade Center on the other hand treated 9/11 like some kind of natural disaster. If you only watched that movie without any knowledge of what happened that day you could conclude 9/11 as some kind of earthquake or something. There is nothing that shows 9/11 for what it was a deliberate act of mass murder from religous extremists.
