Because that's an incredibly low figure. They're a business and they've got to still make money. The £25 was an insanely low price for free shipping with Amazon UK.
Even if you don't buy a lot consolidating some pre-orders and catalogue titles would easily get you there and essentially if you're going to, say for example, make two orders of $50 in the space of a month you may as well make 1 $125 order and get the free shipping. You'll actually end up spending less as the shipping would probably exceed $25 for 2 $50 orders (at least in NZ it would) and so that extra $25 you'd have spent on titles is actually a bonus and anything you buy with it are essentially freebies.
