Anyone here really good at photoshop? I need someone taken out of a photo

I'm not sure if any computer software is out there or not that can do that. I also have hundreds of pictures I saved of the internet and wanted to blow up to make it used for wallpaper or screensaver.

But I'm not sure any such computer software is out there like you see in TV show like NCIS or CSI that can take small picture and make it big. You not really zooming in or looking for more detail trying make out person face just making the picture bigger.

From what I understand all photo editing is done by skilled person using good photo editing software. The computer software does not do that on its own.
