So how does this compare to the Time-Life complete series set?

There were 10 single-disc volumes released last year. This comprises all of them (41.5 hours)

The original Time Warner complete series had all 5 seasons on 26 discs (61 hours).

So they definitely packed more episodes onto these newer volume releases, but you still miss about a third of the series.

Is there any reason why they didn't release all of the episodes in the stand alone sets?

Probably were't sure how well it would actually sell.
Speaking of, how well did the Time Life sets sell?

Less episodes, no or hardly any bonus features
No episode guide/descritions
