All Rock Band 1 DLC will carry over to Rock Band 2 without a problem (it's that file you noticed, called Rock Band, in the game data folder). The export tool (the $5 thing) will copy the Rock Band 1 songs onto your HDD, and store them in that Rock Band file. To do this, you need to load up Rock Band 1 (hence, you need the disc) and somewhere on the menu is an Export Songs option, which only shows up once you buy/install the export tool. I'm not sure where/if it says you need the disc to continue playing the songs. If it does, it's only doing that to try to trick people into not selling their copy of RB on eBay for $5 (or whatever the going rate is). Once you export the songs, you'll never need the RB1 disc again (unless you want to play Enter Sandman, or Run to the Hills, or Paranoid). I think what they meant is that you need the original disc to export the songs, so that people who only have RB2 don't think they can just pay $5 and get all the RB1 songs.
