A good chunk of their releases are region ABC though some (mostly titles from the likes of Universal, Sony, etc) are locked to B.

I believe Disney has the rights to this in Region A, so this might be locked to Region B.

Pathe owns international rights to SMB '93 (they own the output of co-producer Allied Filmmakers) and regularly enforce region locking on titles they licence out to third parties.

Despite Hollywood Pictures also being a co-producer, I don't think Disney owns US rights (or at least video/TV/digital) to SMB anymore. They haven't had it up on streaming and didn't create a new master outside the old letterbox DVD. Worth noting that Hollywood/Disney co-produced and distributed An American Werewolf in London (with JM Entertainment) in the US around this period. Their rights expired long after the old LB DVD and now Filmrise/Screen Media owns US distribution as part of the JM Entertainment catalog they own.
