Sad part is, it goes against the studio's interest to create a matching line and continue it with new releases. Why would they want to give you a definitive version if they can give you variations every few years instead. I hate it, but this is the only explanation for a new release not matching something just released.

I've always figured this to be the obvious case.

And each new wave keeps selling every time they do this for a franchise.

Not really. It would make far more sense to have several different sets, that way people actually buy them.

For collectors, and this has been a thing for years...actually want a complete set. No one wants a 1/7, 6/7 or something silly like that.

Bite those collectors' hands too often, and they'll stop buying, or just wait until you put out a full set for them, and skip your individual releases entirely.
