#1 reason is to make more profit. The rest of the reasons don't matter as much but i'll give it a whirl. Usually they don't want to step too much on the toes of disc based sellers complaining that they aren't able to sell as much because the digital pricing undercuts disc.

The other primary reason digital stays the same RRP as disc is they artificially can keep it much higher for longer than the typical price drops disc releases had over time. A 3 months or so post release window would see a reduction on say a £70 game to maybe £40-45 new. Sometimes even less in Ubisoft game cases.

The only physical disc titles that don’t drop too much in price are The Last of Us Part 1 and 2. They remained at $69 for a looooong time. Even used was $65.

Those two games hold their value

I can't speak for the other countries but here in the UK i can usually find a price drop on physical many times sooner before any digital price reduction or sales occur and the amount it drops tends to be more tied to the level of popularity and Sony titles usually hold more of their price.

Yeah, new release physical games can be anywhere from £5-10 off at launch on Amazon or similar versus their PSN equivalent. Although increasingly, PS Plus members have discounts as well.
