I wouldn't count Zodiac as a biopic, mainly because it's about an event or series of events. Although it follows one person through a period in his life, it's not really about his life. It's about the events of the Zodiac killings. The focus isn't on a person and how he got from some point in his life to some other point in his life.

Ali, Malcolm X, Gandhi, Milk, etc. are definitely biopics. Zodiac and All the President's Men? I don't think so, but it's up for interpretation. And if I may continue as the self-appointed police here, I don't think a documentary counts either.
