Nope, it was Luhrmann's choice. I don't doubt Warners were happy with the extra 3D dollars but it was his creative choice to film it in 3D. Looking at his previous films - especially Moulin Rouge - you can see why the format would appeal to him.

Whether it worked for the film or not is a different debate and one that varies to personal taste but certainly the reason it's in 3D is down to the director's creative vision for the film.
