I read an article on this today on Yahoo, and it said that the effects for the film were not even complete, which is what some of the complaints were with the test audiences. They already did some re-shoots earlier this year but they now plan to go back and work more on the effects and more re-shoots. It sounds like this film wasn't completely cooked, and they were trying to release it anyways.

I will agree though that in my experience test audiences tend to do more harm than good. I have no idea what kind of people they get into these test screenings but it's likely people who will see anything for free, regardless of what kind of film it is. Not a great idea, because you're not getting input from people who would be more likely to see this type of film. So any input may or may not be particularly helpful. You would think studios would have figured this out by now. Too many films have been altered due to poor test screenings, and have suffered as a result.
