I wonder if this increases the chances for the other GREAT films in the Capra set to get blu ray releases ..by Criterion or otherwise

They have been all restored in 4K, so yes. By "all" I mean Sony owned Capra's. I would be surprised if Criterion didn't secured the rights to all of them.
