Ewan Mcgregor as Obi-wan. Definitely the best actor.
He did a great job bringing Obi-wan as a younger jedi in 1-3.

In the poll I only included actors introduced to Star Wars in the prequels with the exception of Ian Mcdiarmid who's character is nearly completely different than in the originals.

If we are talking within the Star Wars movies themselves, then none of them. Those seemed to drain any talent from otherwise talented people.

If we are talking outside of those films, Natalie Portman.

Ewan McGregor was an excellent casting decision, but I think McDiarmid did the better acting.
