I would REALLY like to get the complete series of Goosebumps that came out on blu-ray in Germany...but not if it has PAL speedup. DOES it have pal speed up ?

I think it does. You could ask turbine themselves they have an account on here. If you can find it at all for a reasonable price count yourself lucky and buy it. It's OOP and turbine has told me it likely wont be reissued to to rights problems.
