^^^ My guess would be money. He probably can't get anything more in NYC compared to what he already gets there because if he were to get more, people would think that he only gets the pay increase because of his dad being the NYC commissioner.

P.S. Another possibility would be Frank finally retiring and having Jamie be the new commissioner instead of Danny.
