Default Lower MSRPs?

So I have noticed that many upcoming titles are going for a price of $19.99ish...Is this a new trend going on with lower BD prices or is it just because? I mean there are those more expensive BDs, but a lot of the cheaper ones have come out also.

usually 19.95 msrp prices i see ( online ), are for movies that have been released on dvd years ago....that aren't catalog titles

not all, but most
