The cast for this movie isn't the problem. This movie lives or dies solely on the design of the aliens. Honestly just the thought of seeing Jumba, Pleakley, or Stitch in Live Action is terrifying.

My guess is Stitch will be like Pinocchio and look identical to the cartoon just rendered in 3D since he is one of their biggest merch/plushie sellers of all time. They even have the same voice for him.

The other aliens on the other hand I imagine will be redesigned to look like eldritch abominations. Pleakley especially should be a real “eye sore” if you catch my meaning

Early on, they genderbent the character because Disney was uncomfortable about a man from the government taking Nani's sister away in this day and age. Which was dumb since they could keep Bubbles as a CIA agent and introduce a new, female character for that role rather than eliminating him.

Looks like they changed their mind in response to the criticism. That's why criticism leads to better product than simply making excuses can.

The blurb here about the film here notes that they weren't at that time looking to cast Bubbles and there was a new character in the role of social worker a few months ago, leaving it vague to whether he would stick around. The backlash at that time that another Black / Black-voiced character was being eliminated from the remake is likely the reason they reversed course and started casting for the character:
