True. I hated 3, but it's been ages since I watched it and who knows......some 4k visuals could breathe some new life into it.

I actually enjoyed III.

And it wouldn't surprise me if we got all 3 in a box set.

Meanwhile, Warner can sublicense TMNT 07 to Shout! and release the same day.

Based upon Shout's deals with Warner which included the entirety of franchises such as Critters, It's Alive, Oh God, Poison Ivy, and Police Academy; I can't see either label going, "Let's keep it to the first two" or Warner going, "No, we'd like to release III in 4K on our own."

This is an all or nothing deal.

Shout! has not released any new WB titles since Aug 2024. All WB licensed titles since then have been released through Arrow, I think CMAC took the WB contract to Arrow.

Or Arrow could just release TMNT as well - it is technically part of the series.
I'd certainly prefer a box of all four (though I know it is very unlikely).

Technically yes, it wouldn't follow with the flow of the first 3 in a box set given they're live-action.
