Never say never, but I doubt that will happen. English dubs are expensive and (outside of Netflix) I wouldn’t expect any other company to pony up the cash to redub the other films on top of the fourth film.

To be fair, we never got Amanda Winn-Lee in the Rebuild films. Brina Palencia took her place, and to her credit, few recognize the difference.

Sadly, I don't think Eva is going to get anything from the original release of the 90's. Companies and industry insiders absolutely know that fans want the original dub and songs, and it would be a selling point to be able to announce that a new, upcoming bluray release would have everything included. But the longer this release goes without any announcements being made, the more one has to believe nothing is gonna happen (but that doesn't mean Western companies won't fight until the bitter end to change the original owner's minds).
As a marketing strategy, keeping a major selling point a secret (like including the original dub) just means less hype and less sales. On the other hand, though, keeping it a secret that you didn't get what fans want might produce more sales because fans are gonna blindly buy and hope for the best... And I'm sure all Western companies involved with releasing this would rather take their time (and possibly delay the release?) to get everything they can, hoping they can change the original owner's minds about not including the dub. But you gotta figure if a company thinks the original translations are why the franchise is failing (it's not), then they're not gonna budge on what Western fans want, and the Western licensors aren't gonna publicly come out and say, "we can't include it, but please do buy our product that you kinda don't want because we don't have the original dub or songs in it."
