Apparently, you cannot add items from outside the sale into the same shopping cart. Is this intentional?

You can. I tested it, and it is adding stuff outside the sale to my cart. I had tried adding something outside the sale in a different tab, and that one was added to a fresh cart, so I think as long as you shop within the same tab, it should all be added to the same cart.
