Because

1- Steve Jobs will charge them more than the disc costs to make and authorize to host the download, a lot more (guess why he's in no hurry to help with managed copy, he's making money for essentially nothing every time you click "redeem")
2- They can store 2-3 versions of it on that one disc, saves a lot of wheeling and dealing

They should actually not include a DVD and give a download code to be use on their site.

That wouldn't make sense in Disney's eyes because virtually all of their big classic and new release titles have been 2 disc sets ever since DVD. I seriously doubt they'll go to a single BD anytime in the near future.

Fantasia actually is a 2 disc edition if we consider there are 2 movies inside.

But Toy Story 3, Up, A Christmas Carol, Monsters Inc are 4 disc editiona for a single movie: 2 blu-rays, 1 DVD, Digital Copy.

3-Disc (still a lot): Narnia 2, Princess & the frog, Wall-E, Alice in Wonderland, Sorcerer's Apprentice, Snow White, Pinnochio.

Theres nothing wrong with more discs if it means more content. I just don't like when studios can easily fit something on a single disc and choose to use 2 to increase percieved value. Its an example of pissing on you and telling you that its rain. Monsters Inc for example was released on a 4 disc set that could easily have been a two disc set. The extras were mostly standard def and thus could have fit on the same disc as the movie easily and the since the movie is 90 minutes the DVD and digital copy could have been on a single DVD-9. So the only result of the 2 extra discs is a bulkier case. No consumer benefit

The same goes for Warner, Universal, and Disney both releasing 3D discs on separate discs when they know very well that a 2D version can be extracted from any 3D disc. Separately encoding a 2D version is a needless waste of disc space. Thus A Christmas Carol also could have delievered the same content on 2 discs that the 4 disc combo delievers.
