But the Burton AiW DID have a US steel, it was part of the same run as Snow White, Cars etc BB or FS. I believe Canada had a lot of the same titles as the US until Viva came out.

For various reasons; cause they're limited to begin with (like most steels), cause people collect steelbooks, some are Disney fans, some are both, some don't have the film and they prefer the steelbooks anyway so the artwork isn't a copy of something they already have. They're just disappointing in that they are lazy and like i say, copies of what some of us already own. Would be nice to have something a bit more special for something like a steelbook which is special/limited in itself.
