What other company would’ve brought New Generation Pictures back and finish the series with their well-regarded cast? Seems like a poor trade off for a few shorts that don’t really contribute to the main plot. Plus there’s no guarantee Sentai or Viz would’ve included or dubbed them either. There may have been some sort of licensing issue.

Plus, I think FUNimation was the only post-Geneon company to license from NBCUniversal Japan.

Hellsing was probably even on the same contract as Black Lagoon, A Certain Magical Index/Scientific Railgun, Tenchi Muyo, and Shakugan no Shana.

You can import the Japanese Blu-ray which has English subs.

Pyrophoric Cult hasn’t been dubbed into English and likely never will.

Unfortunately, not dubbed. I prefer GITS dubbed myself, I have the JPN BD. You don't need an AppleTV to watch it or even an apple device. On Windows you used to be able to download iTunes from MS store, set up an appleID thru the app, buy music, movies, tv shows and watch it on your PC. I haven't done it since Windows 10 first dropped so don't know if anything has changed or how it works with Windows 11. But you could search MS store for iTunes and see if it still works, I expect it should there are people that have both PCs and iphones/iPads Apple would want to service those people too.
