Actually the video bitrate could go higher than 40 Mb/s but today's decoder chips are rated for 40. Maybe kjack could illuminate on this too.

The maximum video stream bitrate set out in the current BD movie format specification is 40Mbps so that's the limit as far as Blu-ray is concerned.
