Yup....Bucky intentionally killed Starks parents.
And Steve always hated that his father created the shield.
So hence keeping the information from Tony out of spite.
Then he convinces TChalla to rehab Bucky and have Shuri create a new Wakandan bionic arm for Barnes..which should be more advanced than Hydra or Stark tech.

How can someone be held legally responsible for a murder, if their mind was literally co-opted at the time? The trauma Bucky went through because of HYDRA essentially gave him an entirely separate personality, triggered by a specific sequence of Russian words. The events of Civil War detailed that Bucky retains very little memory of his alter-ego's actions, though he did recall the murders he was forced to commit. He lacked the specifics of his fight to escape from the Feds, even asking Steve what happened after the programming wore off.
