I'm really surprised the audio is in DTS-HD MA for stereo tracks. The 255 kbps core is very effective.

Comparing the pictures it still looks better than the DVD to me. It’s likely they couldn't do a proper remaster or it was way too expensive to do... I’m not clued up on it all though tbh... I have the Manga Corps DVDs (pic below) I’ll have a look at both after I’ve watched the Blu-ray’s. I do still remember VHS days though so I probs won’t be too fussy unless there’s something really bad I notice

Now I'm really curious about the Dynit's Oedo DVD in the Yoshiaki Kawajiri collection. If it is better than the RU/JP DVD (less artifacting, better chroma), maybe I'll pick it up.

EDIT: Probably a repack of original Dynamic DVD from 2003/2004. I guess it doesn't use the remaster from the 2005 JP DVD.

The german and french sets were released after 2005 on the base of a new contract (Manga owned the title in these countries before), they are more likely to use the new master. I think the 3-in-1 (FR/NL) pack from France is just 10€ on Anime Store if you want to see how that looks. SPVision DVD is 12€.

Millennium Actress - Anime Limited UHD (UK)

Got this in the mail today, along with Cyber City Oedo 808 (which I now regret after seeing those screenshots I mean Jesus Christ). It uses the same master as the Shout Factory 1080p disc, so it has had excessive DNR applied in my opinion, there's almost no grain in the picture. It does look native 4K however.

It was scanned at 4K so it is native, however from my comparisons between the UHD and BD on a 1440p display the quality difference between the two is positively minimal. UHD occasionally shows ever so slight detail improvements over the BD, but I really had to go looking for it. I'm genuinely surprised they bothered putting it out on UHD considering the monetary investment required, and it's understandable why GKids didn't bother to release it or any of the other Kon films on the format. I do agree with you regarding the excessive DNR though, and I wonder if there would've been a bigger difference if it was retained.

For what it's worth as well, the BD is more or less a flat 33mbps encode, whereas the UHD is a far more variable encode that's usually anywhere between 30-100mpbs, averaging at 48860 kbps (48.8mpbs). As per usual for Justin's handiwork, you can also find the encoding settings in the mediainfo of the UHD specifically.

Viewing it in 1440p seems like a problem. If you viewed it in native res and took screencaps in native res (I've noticed you don't for UHD stuff) then the differences are far more pronounced. If you look at andreasy969's caps, there is an improvement that is noticeable, mainly in compression (the Shout BD's CBR is horrible and really sh*ts itself at points because there simply isn't more than 35 mbps targeted (if you look at the BDinfo you can see the target is 35 mbps, and it just lowers to around 33 as an average because of the credits), and the demanding scenes need more than that (see shot 3 in their comparison). The UHD's variable bitrate fixes that, and due to the superb encoding, grain is better rendered and more detail is visible. I'm sure if Justin did the included 1080p BD and AL didn't port over the Shout the difference would be even smaller, but at the same time, it does show off the advantages of the UHD format.

And, believe it or not, I do see grain, far more than the majority of anime UHDs, actually (in the screencaps, I'm still waiting on my copy). Shots 14 and 15 of andreasy969's caps are a great example, as they show off beautifully rendered grain in areas that need it. You know I hate DNR, but this looks far better than most anime UHDs, so from the screencaps I've seen, I think you're exaggerating a bit, but with the postal system being a disaster here, it'll probably be a week or two before my copy arrives and then I can make that huge comparison I'm promising.

Millennium Actress is a Eleven Arts release in North America, while Perfect Blue and Tokyo Godfathers are GKIDS releases. It's also possible Eleven Arts may not have the rights to release it on 4K BD.

Assuming the US captures are proper:
-The US BD is cropped/zoomed in (all directions).
-There's some filtering going on here and there on the US BD, i.e the first pic shows edge enhancement around the show logo. This affects the grain to some extents and makes it less apparent.
-The US BD packaging sucks (you say this is the PQ thread? Alright…)
