hopefully you can download them if you bought them on the ps3, unlike RE1 which requires ps plus premium for some reason

It doesn't any more; you can buy RE 1 now without a PS Plus subscription. They did that at the same time they made Dino Crisis purchasable. Given that, pretty safe to assume that RE 2 and 3 will be available to everyone as well.
