Maybe you can add "Wizards" (by Ralph Bakshi) to the list. Even if it is FAR beyond apocalypse and more a fantasy movie, it based upon apocalypse 3000 years before...

"The Blood of Heroes (aka "Salute to the Juggers" / "Salute of the Juggers" is also someway in a post apocalyptic world.

"Double Dragon" plays in a post-earthquake-apocalyptic L.A. with some tendencies to a post apocalyptic movie.
