It's a Funimation license meaning you have at least a year for blu-ray and it won't come to crunchyroll as they ended the partnership.

I’m SO excited, I cant wait for this!! I’ve been needing more Psycho Pass ever since the movie came out! There hasn’t been a definitive ending yet, so I’m not satisfied!

They won't. If the previous JP Psycho-Pass series/movies had included subtitles, I'd have imported them all instead of bothering with Funimation crap.
