So very few people will buy it if they do not have HDTV. Unlike these PS3 is gaming machine and a lot of gamers bought it without having HDTV but they can warm up to the blu-ray side of it later when they purchase HDTV. So these people are still potential blu-ray customers. With HD-DVD players/x360 you only have customers that bought it to use it as such - i.e. you do not have a pool of untapped customers.
I myself may actually be considered such rare untapped customer since I bought A3 for $100 (with 10 free HD-DVDs) but unfortunately for Toshiba I do not plan to buy/rent any HD-DVD. I even sold the 5 movies that came with it so that now I have a free DVD player for my other room. Plus I figured Toshiba is loosing probably $100 for each of these and not even gaining a customer in my case so why not. If the other 5 HD-DVDs from the rebate come and I sell them in my case I will even have DVD player bought for negative amount of money
The primary purpose of the PS3 is to play blu ray disks. The content may change (games, movies) but they are all blu ray disks.

So with HD-DVD/x360 add on you really do not have the pool of potential customers that PS3 has. Some of these PS3 customers that are not blu-ray buyers will became active blu-ray consumers later.

The only potential such pool for HD-DVD may come from people with x360 that will buy later their first HDTV but in this case their need to shell extra $150 for the add-on which is not the same as getting it for "free" as in PS3 case (I used "free" since they already bought PS3 only for gaming)

Edited for spelling.
the stores in my area have 360 add-ons....

I also know employees at 2 of the stores and these are the same add-on's that were there LAST christmas

these things just DO NOT sell...

they probably only sell at places like amazon.com...

That's ridiculous to think that all Xbox 360 owners have hdtv's or even that more of them do. It can be bought stripped down, no or little 20gb hard drive, no wifi, no hi-def. player, non rechargeable controllers, for less money than the PS3.
Their biggest seller by far, Halo 3, isn't even a hi-def. game. It is 640p resolution, hd starts at 720p.
The Xbox 360 with its horrific reliability issues, cheap stripped down hardware pricing, and younger market appeal is far more likely to be owned by people who have not purchased hdtvs.

HDTVs, Game Consoles High on Holiday Wish Lists, CompTIA Poll Finds
Most wanted high-tech toy this holiday season is a high-definition TV

Oakbrook Terrace, Ill., December 5, 2007 High definition televisions and high-end game consoles are at the top of holiday wish lists in 2007, according to the results of a new web poll conducted by the Computing Technology Industry Association (CompTIA).

The "most wanted" high-tech toy this holiday season is a high-definition TV, selected by 15.2 percent of the 1,012 individuals who participated in the poll.

The newest versions of the three leading gaming consoles claimed the next three spots in the CompTIA holiday wish list poll. Sony's PlayStation 3 placed second in the poll, selected by 13.7 percent of respondents. Wii from Nintendo was third at 10.8 percent. Microsoft's Xbox 360 placed fourth, at 10.2 percent.

The fifth most popular choice on the holiday wish list was a personal computer, chosen by 9.8 percent of poll participants.

In the 2006 CompTIA poll, the most-wanted tech toy was the PlayStation 3, followed by HD TVs, Xbox 360, digital cameras, and smart phones/personal digital assistants.

Among other items on holiday wish lists in 2007 are digital camcorders (5.6 percent), digital cameras (4.9 percent), and mobile phones (4.5 percent). The top ten in the CompTIA poll is rounded out by Blu-Ray DVD players (3.5 percent), HD DVD players (2.9 percent) and personal digital assistants (2.9 percent).

"Digital entertainment systems for the home have never been in greater demand, and the options available to consumers have never been in greater supply," said John Venator, president and chief executive officer, CompTIA. "Though many of these products are easy to install and use individually, bringing together disparate components and systems into a single home network can be a challenge. That's why consumers interested in getting the most out of their investment in expensive consumer electronics would be wise to rely on the expertise of a certified technician to turn their residence into a connected home."

CompTIA and the Consumer Electronics Association (CEA) offer a professional certification for individuals working in the growing field of home technology integration. The CEA-CompTIA Digital Home Technology Integrator+ certification (CEA-CompTIA DHTI+) covers all aspects of the connected home, including digital home entertainment, telecommunications, lighting, energy management, and security.

The CompTIA Web poll on high-tech toys was conducted between November 1 and 29, and generated 1,012 responses.

If these numbers are accurate then the current total is much higher. According to http://www.vgchartz.com/ over 2.76 Million PS3s have been sold in the US, assuming the OP's 700,000 non PS3's is accurate, that would give Blu-ray about 3.5 Million players just in the US.
