If you want to avoid ebay, my area Craigslist and the like often have 3D TVs with active shutter glasses being sold for $200 to $350. If you want to avoid buying second-hand like that, then buying a DLP projector is perhaps the only practical choice. Those use active shutter glasses and have at most ~33 ms lag, with 16.67 msec (or less) being fairly common. However, always check the specs as some of the new models using lasers have higher latency.

Have you tried polarized 3D on a TV? Theaters bungling it, which induces headaches, is not unheard of.

Outside of the Nvidia 3D Vision kit, I am not aware of any product that syncs active shutter glasses to any ole 120 Hz/144 Hz 2D monitor. It does seem like a bit of an untapped market.

Of course, projecting onto a 24" screen would be a bit impractical. If you'd like a smaller, novel solution then there is a lenticular screen adapter for iPad available, and it is on my list to look into:
