Pray tell on Blackhat (I have my own theories but always want to hear other's).

Comanche he came close to a few times, I've written about it but basically came close in the early aughts with Crowe (then he did Collateral instead), then it came up a few years after that, and then back around 2017-2019 he mentioned it was difficult to get financing. He said without $100 million it wasn't worth making, which is pretty much the floor of all his films budgets (Blackhat went past 70m before they event left to Asia to shoot).
