It was delayed because the debit card I used had expired which I didn't catch, so I had to update it after it didn't go through.

Got hopeful for a minute last night when my PS4 read the Blu-Ray, and then when the “Choose Language” menu popped up...but afterwards, I got a “This disc cannot he played due to region limitations” (paraphrasing, of course) message.
