To activate developer HUD on ATV, you need either a Mac with MacOS or a Windows PC running MacOS inside Oracle VirtualBox.
Ensure Xcode version is compatible with TV OS version. For instance, TV OS 14.5 (latest) may not be compatible with latest Xcode release version. Workaround is to download and install XCode Release Candidate on your MacOS and pairing both ATV box and Xcode on your MacOS. Non-ATV devices like FireTV stick comes with Developer Tools app which can be installed and configured to bring the HUD on without having to go through all the Xcode hoops mentioned above. However, Apple have capped the bit rates on non-ATV devices which means you are most likely getting 10-17 Mbps as opposed to 15-31 Mbps. For most folks these are just numbers but for the informed ones, this means a slightly noticeable drop in picture quality and more compression related artifacts.
